Metal sits in a higher bracket than asphalt. The honest way to think about it is cost per year of service rather than cost today, because the two materials are not being asked to last the same amount of time.
Three things drive the metal number: the panel profile and gauge, the complexity of the roof, and whether the existing roof comes off first. Complex roofs with many valleys, dormers and penetrations narrow the gap least favourably for metal, because the detail work is where the labour goes.

No — the opposite, generally. Metal reflects more solar radiation than dark asphalt, and most systems have an air gap and ventilation path behind the panel.
